Contract Overview

NASA Solutions for Enterprise-Wide Procurement VI

SEWP, pronounced “soup,” is a multi-award Government-Wide Acquisition Contract focused on information technology, communications, and audio-visual products and services.

Category-Based Competition

Each SEWP VI Category has its own scope and set of Contract Holders. Task Orders are issued by Category, and eligible Contract Holders compete when the customer-selected NAICS code and business designation match the Contract Holder’s verified Exhibit 4 information and all customer-specific requirements are met.

Exhibit 4 Matching

After a Contract Holder submits an updated Exhibit 4 listing with applicable NAICS codes and business sizes, the SEWP Program Management Office verifies the information and uses it to match customer-selected NAICS and business-size requirements within the applicable Category.

Contract Limit

Each individual SEWP VI contract has a maximum limit of $20 billion.

Acquisition Framework

SEWP VI task-order actions are governed by FAR Part 16, which addresses types of contracts and ordering under multiple-award contract vehicles.

Commercial Software

Commercial off-the-shelf software is considered a product for purposes of ancillary products under Categories B and C.

Software Development

Software development is within scope for Categories B and C, depending on whether the requirement is enterprise-wide or mission-specific.

How SEWP VI Categories are Structured

SEWP VI separates requirements by Category, with each Category defining the types of products, services, and solutions that may be ordered.

Category A

Broad ITC/AV Technology & Solutions

Category A covers the full breadth and depth of ITC/AV technology and solutions, including similar and related technologies. Product-based services may be provided without limitation, while general services included within a product solution are subject to applicable limitations.

Category B

Enterprise-Wide Services

Category B includes ITC/AV services that meet the applicable definition and provide an enterprise-wide solution in support of agency mission needs. Ancillary products are limited to supporting the overall enterprise-wide services requirement.

Category C

Mission-Based Services

Category C supports ITC/AV services used to support a particular mission need. Ancillary products are limited to supporting the mission-based services requirement.
